Houston was the Director of the NSA at the time of the Empire Event.

Biography

First Sons Investigation

In a Dead Drop, he told NSA agent John White that at 16:50 each day, a chopper would arrive at point Zeta, to pick John up and extract him. He was responsible for the NSA's investigation of the First Sons.

The Empire Event

After the Beast destroyed Empire City, Houston later launched an investigation into the phenomenon. He was also mentioned in one of Wolfe's Dead Drops. Later, in a USTV report, regarding violent riots in Washington D.C., Director Houston was found dead in his Uptown Residence. The cause of his death was said to be unknown.

• He is one of the few, if any characters that was involved in both entries of the original trilogy, but never appeared physically.
